But it sounds interesting nevertheless. My guess is he talks about MIDI scrubbing. It should be possible to scrub MIDI in the main window, and scrubbing in the MIDI editor shouldn't only be accessible in the ruler bar but directly in the notes area. But there is more about "MIDI under mouse" I would very much appreciate. For example I am missing the actions "Select MIDI event under mouse cursor" (should work in notes area and CC lanes) "Audition note under mouse cursor" and "Audition notes at current position" (eg to quick audition chords) in the MIDI Editor section.
