mpeg1 for email - still too big !!!!

Hi there. I'm a bit of a newbie when it comes to tmpg, but i am quite experienced at encoding xvid stuff - so.... My friend emailed me some nice pics off our holiday and i want to send him a funny 20 second clip from one of my buffy encodes so i thought i would use mpeg1 as his works computer should play this (asking him to install xvid on his works computer just to play my clip would worry him for sure!) But..... Every resolution or bitrate i try gves the same file size (3.97MB). I have picked vcd (pal) template initially and then the 'unlock template' to adust resolution and bitrate (224x192 @600kbs) - STILL 3.97 MB!!!! Please help as it has anoyed me so much that i won't let it beat me. If i can't send it within the next few hours it won't be funny anymore (timing and context crucial!) Thanks in advance

Why don't you use DivX5? bb

Oh well, i gave up in the end. I downloaded the nimolite pack (about 1.2mb) and zipped it with my much reduced xvid clip. This gave him mp3 codecs too.
