well i'm not sure thats the case because levels are fairly the same when the vcr is connected to my tuner, and nothing clips.

You can't just remove the limiter on the master track and print the sound to tape... you will overload the signal before it reaches the tape, de DAC will clip. Dont let the output go past -0,1 and adjust your card to put out the higher voltage that it can give.
